Project Overview:

The Next-Gen Empowerment in Duhok Governorate initiative is funded by the Ministry of Foreign Affairs of the Netherlands and supported by UNICEF. It is implemented by Rwanga Foundation in collaboration with the General Directorate of Youth, targeting youth between the ages of 10 and 24 in Duhok, Shekhan, and Sumel. The project aims to empower young people through;

  • Establishing three innovation and learning labs
  • Delivering life skills training to 600 youth
  • Providing grants for small-scale youth-led projects
  • Offering internship and on-the-job training opportunities
  • Promoting youth advocacy and civic engagement

Objectives:

  • Develop comprehensive architectural and engineering designs for the Innovation and Learning Labs.
  • Supervise construction, installation, and both skilled and unskilled labor to ensure quality and compliance with designs.
  • Ensure the delivery of safe, fully functional, and user-friendly Innovation Labs.

Scope of Work:

The Architect Engineer will be responsible for:

  • Conducting site assessments and feasibility studies for lab setup at selected locations (Duhok, Sumel, Shekhan).
  • Preparing detailed design documents, including:
    • Architectural and structural plans
    • Electrical and mechanical system drawings
    • Furniture and equipment layouts
  • Selecting appropriate materials and technology suitable for innovation-focused environments.
  • Preparing bills of quantities (BoQ), cost estimates, and technical specifications.
  • Overseeing the procurement process by providing technical support during tender evaluations if needed.
  • Supervising contractors during the construction/installation phases, ensuring quality and compliance.
  • Conducting regular site visits and producing progress reports.
  • Final inspection and handover certification.

Deliverables

  • Site Assessment Report for all three locations (within 5 working days)
  • Complete design package (drawings, BoQs, specifications) for each site (within 5 working days following the site assessment)
  • Weekly construction supervision and progress reports
  • Final project report with maintenance and sustainability recommendations

Timeline

  • Total Working Days: May and June (40 Working Days)

Reporting

  • The Design Engineer will report directly to the Project Manager. All deliverables must be submitted electronically and in hard copy as needed.

Required Qualifications and Experience

  • Bachelor’s degree in civil engineering, Architecture, or a related field.
  • Minimum 5 years of experience in design and supervision of similar facilities.
  • Familiarity with international standards (e.g., ISO, NFPA) is an asset.
  • Experience working in Duhok Governorate (Duhok center, Sumel and Shekhan) preferred.
  • Proficiency in AutoCAD, Revit, MS Project, and other relevant software.
  • Strong communication and reporting skills in English; knowledge of Kurdish and Arabic is an asset.

Payment Terms

  • Payment will be made upon completion of deliverables according to a mutually agreed payment schedule, against approved timesheets and deliverables.

Other Conditions

  • The Design Engineer is responsible for arranging their own transportation within Duhok Governorate.
  • The organization will not cover any additional accommodation or relocation costs.
  • Health and safety regulations must be strictly adhered to during all phases of work.
